Dividends and community service obligations

Each year, we pay dividends to the South Australian Government. We also receive payments known as Community Service Obligations (CSOs).

We must pay dividends under the Public Finance and Audit Act 1993, and in accordance with the Financial Ownership Framework for Public Non-Financial Corporations. As part of the 2019-20 State Budget process, our payout ratio for dividend was increased from 95 to 100 per cent, in line with a State Government initiative to increase payout ratios across government-owned entities. This commenced for the financial year ending 20 June 2019.

We are paid Community Service Obligations (CSOs) for the services we have to provide, but which are not for profit. The majority of the payment is for providing water services in country areas at metropolitan water prices. We don't charge the full cost of providing those services.

*All figures in the above tables are as accrued by SA Water. These numbers may differ from the actual cash payments made to or received from government.

^As part of the 2017-18 state budget, the South Australian Government determined SA Water adjust its borrowings each year prior to 30 June, to maintain a debt/asset ratio of 45 per cent. This decision was transacted as a specified dividend. For the year ending 30 June 2017, this resulted in an increase in dividend payment of $71.208 million.

    We’re improving your services and undertaking maintenance work in Elizabeth East. Sometimes our crews need to temporarily interrupt the water supply to our customers and/or manage traffic while they are working. Temporary traffic management may remain in place until reinstatement of the impacted road is complete. We always aim to minimise inconvenience by restoring services as safely and quickly as we can.
